Terms Used In New Hampshire Revised Statutes 284:19

  • Jurisdiction: (1) The legal authority of a court to hear and decide a case. Concurrent jurisdiction exists when two courts have simultaneous responsibility for the same case. (2) The geographic area over which the court has authority to decide cases.
  • person: may extend and be applied to bodies corporate and politic as well as to individuals. See New Hampshire Revised Statutes 21:9
  • state: when applied to different parts of the United States, may extend to and include the District of Columbia and the several territories, so called; and the words "United States" shall include said district and territories. See New Hampshire Revised Statutes 21:4
The lottery commission shall have the power to make and adopt rules of racing including rules providing for the licensing, supervising, disciplining, suspending, fining and barring from racing, on any tracks under the jurisdiction of the lottery commission, of horses, owners, breeders, authorized agents, sub-agents, nominators, trainers, jockeys, jockey apprentices, jockey agents, and any other persons, organizations, associations, or corporations, the activities of whom affect the conduct and operation of running or harness horse races at racetracks under the jurisdiction of the lottery commission. At such tracks no person shall enter a horse or participate in any running or harness horse race or meet as an owner, agent, nominator, trainer, jockey, jockey apprentice, or jockey agent within the state without having first procured from the lottery commission a license so to act, and paying such fees as the lottery commission may determine to be reasonable and proper. The lottery commission, for proper cause, may issue a temporary license for a period not to exceed 10 days to any person to enable such person on behalf of an owner who is not present in this state to enter a horse or so participate in any running or harness horse race or meet. Such licenses may be revoked by the lottery commission at any time for cause.
