I. It shall be unlawful for any person to practice body piercing, branding, or tattooing without a license, unless such person is exempt under N.H. Rev. Stat. § 314-A:4.
II. There shall be a fee for an initial license and a renewal license. The procedure and timeframe for license renewals shall be as described in RSA 310.

Terms Used In New Hampshire Revised Statutes 314-A:2

  • person: may extend and be applied to bodies corporate and politic as well as to individuals. See New Hampshire Revised Statutes 21:9
  • state: when applied to different parts of the United States, may extend to and include the District of Columbia and the several territories, so called; and the words "United States" shall include said district and territories. See New Hampshire Revised Statutes 21:4

III. Licenses shall be issued to any person who:
(a) Makes application on a form prescribed by the executive director;
(b) Makes payment of fees required under N.H. Rev. Stat. § 314-A:6, III;
(c) Has been practicing body piercing, branding, or tattooing in an establishment, under the supervision of a person practicing body piercing, branding, or tattooing in compliance with the applicable statutes and rules of the state for not less than 3 years. Out-of-state applicants shall provide proof of at least 3 years experience as a licensed practitioner in another state; and
(d) Has completed a course approved by the executive director in methods and techniques for the proper sterilization of instruments and materials used in body piercing, branding, or tattooing.
IV. It shall be unlawful for any person who is not licensed under this chapter to perform the microblading of eyebrows, unless such person has a current license to practice as a cosmetologist or an esthetician under N.H. Rev. Stat. Chapter 313-A and has been issued a certificate for microblading eyebrows pursuant to rules adopted by the executive director.
