(a) Without derogating from any of its powers, duties, functions and responsibilities as set forth in the other provisions of this part, the agency is specifically authorized to:

(1) Make plans for the construction, operation, and maintenance of regional educational facilities in one (1) or more of the five (5) counties constituting the region; and(2) Take all such actions as are necessary or convenient in the judgment of the board in effectuating such plans, including, but without limitation, by reason of this enumeration:
(A) The acquisition of sites for the facilities;(B) Sale or transfer of such sites, if acquired in the agency’s name, to the agency or institution that will own and operate the facility;(C) Arranging for the financing of the facility’s construction, operation and maintenance;(D) Applying for such federal assistance as may be available and obligating the agency as required to obtain such assistance; and(E) Making contracts and agreements with federal, state and local educational agencies and institutions in carrying out this section.(b) The agency may, at the request of the counties, act as a vehicle for contracts or agreements among counties for carrying out regional projects.
