All intercommunity water and natural gas associations established or purportedly established pursuant to N.M. Stat. Ann. Chapter 3, Article 28 or any predecessor or similar statute, all prior bonds issued by such associations and all action taken by boards of directors of such associations preliminary to and in the issuance of bonds of such associations pursuant to N.M. Stat. Ann. Chapter 3, Article 28 or any predecessor or

similar statute, are hereby validated, ratified, approved and confirmed.
