Nothing in this act N.M. Stat. Ann. § 31-5-12 to 31-5-16 or in the Agreement on Detainers [31-5-12 N.M. Stat. Ann.] shall be construed to require the application of the habitual offenders laws to any person on account of any conviction had in a proceeding brought to final disposition by reason of the use of that agreement.
