No water utility defined as a public utility under the provisions of Section 62-3-3 N.M. Stat. Ann. shall impose sprinkler standby charges on the owners of structures that contain automatic fire protection sprinkler systems. As used in this section, “sprinkler standby charges” means additional charges imposed by a water utility on owners of structures because the structures are equipped with automatic fire protection sprinkler systems.
