The intent of this act N.M. Stat. Ann. § 73-13-8 to 73-13-18 is to authorize and allow irrigation district [districts] coming under the provisions hereof to borrow money and make loans from the reconstruction finance corporation, under the provisions of the Relief Act of the federal congress of 1932, and amendments made or to be made thereto, or from any like agency of the federal government or from any other agency, person, corporation or association, and it is declared that tolls, assessments or charge for the use of water and other facilities of any such district shall be deemed self- liquidating, within the intent and meaning of the said act of congress in reference thereto.
