It is unlawful for a person other than an inspector to impound or retain possession of an estray except as provided in Sections 77-13-2 and 77-13-7 N.M. Stat. Ann.. A person who impounds an estray contrary to the provisions of N.M. Stat. Ann. Chapter 77, Article 13 is guilty of a misdemeanor and upon conviction shall be sentenced in accordance with the provisions of Section 31-19-1 N.M. Stat. Ann. for each offense.
