State governmental units may finance the acquisition, installation, or maintenance of energy conservation measures acquired pursuant to this Part in the manner and to the extent set forth in Article 8 of Chapter 142 of the N.C. Gen. Stat. or as otherwise authorized by law. (2002-161, s. 8.)
