This Article shall not apply to the following agencies:

(1)        The General Assembly.

(2)        Special study commissions.

(3)        The Research Triangle Institute.

(4)        The School of Government at the University of North Carolina at Chapel Hill.

(5)        Attorneys employed by the North Carolina Department of Justice.

(6)        Physicians or doctors performing contractual services for any State agency.

(7)        Independent Review Organizations selected by the Commissioner of Insurance pursuant to N.C. Gen. Stat. § 58-50-85.

(8)        The University of North Carolina. The Board of Governors of the University of North Carolina must adopt policies and procedures governing contracts to obtain the services of a consultant by the constituent institutions of the University of North Carolina.

(9)        The North Carolina State Ports Authority.   • Contract: A legal written agreement that becomes binding when signed.
  • following: when used by way of reference to any section of a statute, shall be construed to mean the section next preceding or next following that in which such reference is made; unless when some other section is expressly designated in such reference. See North Carolina General Statutes 12-3
  • state: when applied to the different parts of the United States, shall be construed to extend to and include the District of Columbia and the several territories, so called; and the words "United States" shall be construed to include the said district and territories and all dependencies.
