An individual is considered licensed upon:

- Director: means the director of the department. See North Dakota Code 20.1-01-02
- Individual: means a human being. See North Dakota Code 1-01-49
1. Submittal of any required information; 2. Payment of the appropriate fee; and
3. Approval of the director or representatives designated by the director.
