The State Parks and Recreation Department and state and local managing agencies shall manage the Deschutes River Scenic Waterway Recreation Area according to the provisions of ORS § 390.805 to 390.925 and 390.930 to 390.940 and rules adopted under ORS § 390.805 to 390.925 and 390.930 to 390.940. Federal and tribal managing agencies with jurisdiction over their respective lands and waters shall be encouraged to manage their lands and waters in a manner consistent with the provisions of ORS § 390.805 to 390.925 and 390.930 to 390.940.
