The board of supervisors immediately after its election shall choose one of its number president of the board, and elect some suitable person secretary, who may or may not be a member of the board. The board shall adopt a seal with a suitable design, and shall keep a record of all its proceedings. The board shall report to the landowners at the annual meeting held under the provisions of ORS § 547.110 what work has been done, either by the engineers or otherwise. Notwithstanding the provisions of ORS § 198.190, if the secretary is a member of the board the secretary shall be entitled to compensation as provided for in ORS § 547.125.
