The State Department of Agriculture may impose on any establishment required by the laws of this state to have brand inspection the service fee established under ORS § 604.046 (2). Such fee is appropriated as set forth in ORS Chapter 604. Notwithstanding ORS § 604.046 (2), the department may waive the service fee under circumstances the department deems appropriate.
