Rhode Island General Laws 41-5.2-3. Application for license
(a) The division of gaming and athletics licensing, at the discretion of its chairperson or other officer charged with the enforcement of this chapter, may require any person applying for a license to furnish information and references as it may desire. Applications for the license shall be accompanied by a fee of not less than ten dollars ($10.00) nor more than eight hundred dollars ($800), as the division shall fix. Voluntary or unincorporated associations shall not be entitled to receive a license, and applications in their behalf shall be made in the name of one or more officers thereof.

(b) The division of gaming and athletics licensing is further authorized to request additional information and references as the division may require.
