Any county or municipal ordinance prohibiting or regulating gambling or gambling vessels pursuant to §§ 3-11-200 or 3-11-300 must not be construed to prohibit or regulate a passenger cruise liner from having gambling devices on board so long as there is no gambling allowed while the passenger cruise liner is within the territorial waters of the State.
