- Department: means the Department of Health and Environmental Control. See South Carolina Code 49-5-30
- Groundwater: means water in the void spaces of geologic materials within the zone of saturation. See South Carolina Code 49-5-30
In order to carry out the policy as stated in § 49-5-20, the General Assembly finds that the department must establish and implement an effective statewide groundwater management program. To implement this program, all groundwater withdrawers shall register their groundwater sources with, and report their groundwater use to, the department.
