Quorum: The number of legislators that must be present to do business.
Record: means information that is inscribed on a tangible medium or that is stored in an electronic or other medium and is retrievable in a perceivable form. See Tennessee Code 1-3-105
Reporter: Makes a record of court proceedings and prepares a transcript, and also publishes the court's opinions or decisions (in the courts of appeals).
(b) A majority of the commission shall constitute a quorum, and the concurrence of a majority in any matter within their duties shall be required for its determination.(c) The chair and members of the commission shall not receive compensation for their services on the commission, but are entitled to expenses, including travel expenses, necessarily incurred in the discharge of their duties on the commission. All reimbursements for travel expenses must be in accordance with the comprehensive travel regulations as promulgated by the department of finance and administration and approved by the attorney general and reporter.(d) The commission shall provide for:
(1) The execution of surety bonds for all commission employees and officers entrusted with public funds or property;(2) The keeping of a full and accurate record of all proceedings and of all resolutions, rules, and orders issued or adopted by the commission; and(3) An annual audit of the accounts of receipts and disbursements.(e) All meetings of the commission are subject to title 8, chapter 44, part 1.(f)(1) The commission shall conduct at least two (2) meetings each year. However, the commission shall strive to conduct four (4) meetings each year.(2)(A) Any member who misses more than fifty percent (50%) of the scheduled meetings in a calendar year shall be removed as a member of the commission.(B) The chair shall promptly notify, or cause to be notified, the appointing authority of any member who fails to satisfy the attendance requirement as prescribed in subdivision (f)(2)(A).
