(a) The commissioner, in addition to all the powers and duties vested by law, is vested with the power and is charged with the duty of observing, administering and enforcing chapters 1-6 of this title.(b) The commissioner is authorized to adopt and enforce rules and regulations necessary to carry out chapters 1-6 of this title.
