(a) If an initial certificate delivered to the applicant by mail is returned to the registrar undelivered, the registrar shall promptly deliver to the applicant a confirmation notice in accordance with § 15.051.
(b) If the applicant fails to submit a response to the registrar in accordance with § 15.053, the registrar shall enter the applicant’s name on the suspense list.
