  • Baseline: Projection of the receipts, outlays, and other budget amounts that would ensue in the future without any change in existing policy. Baseline projections are used to gauge the extent to which proposed legislation, if enacted into law, would alter current spending and revenue levels.

If cost-effective, the commission may implement a wellness screening program for Medicaid recipients designed to evaluate a recipient’s risk for having certain diseases and medical conditions for purposes of establishing a health baseline for each recipient that may be used to tailor the recipient’s treatment plan or for establishing the recipient’s health goals.
