The executive commissioner may refuse to renew a contract with a local mental health authority and may select other agencies, entities, or organizations to be the local mental health authority if the department’s evaluation of the authority’s performance under § 534.059 indicates that the authority cannot ensure the availability of the specific services to priority populations required by the department and this subtitle.
