(a) The department may inspect and evaluate a juvenile board and probation department and audit the juvenile board’s financial, programmatic, and statistical records at reasonable times to determine compliance with the board’s rules.
(b) The department may inspect any program or facility operated on behalf of and under the authority of the juvenile board by the probation department, a governmental entity, or private vendor.
