To accomplish the purposes of § 6603.002(1), the district has all the rights, powers, privileges, and duties conferred and imposed by general law, including Chapters 49 and 53, Water Code, on fresh water supply districts created under § 59, Article XVI, Texas Constitution, including the power to conserve, transport, and distribute fresh water.
