Subject to the commission’s approval, the authority may use the bed and banks of the Nueces River and its tributary streams for any purpose necessary to accomplish the authority’s plans for storing, controlling, conserving, transporting, and distributing storm water, floodwater, and appropriated flow waters for useful purposes.
