This chapter applies to a community reinvestment project area that:
This chapter applies to a community reinvestment project area that:
| (1) | an agency created on or after May 10, 2016; and |
| (2) | an agency, that has entered into an interlocal agreement and levies a property tax under 10, created for a cooperative development project or an economic development project as those terms are defined in Section 17C-1-1001. |
