Notwithstanding 3, or any other provision of law, a person may bring an action or proceeding under this chapter in the judicial district in which:
Notwithstanding 3, or any other provision of law, a person may bring an action or proceeding under this chapter in the judicial district in which:
| (1) | the property is seized; |
| (2) | any part of the property is found; or |
| (3) | a civil or criminal action could be maintained against a claimant for the offense subjecting the property to forfeiture under this chapter. |
