The Department shall develop a singular license for all riparian stationary blinds issued to the Middle Peninsula Chesapeake Bay Public Access Authority created pursuant to Chapter 66 of Title 15.2 and the Northern Neck Chesapeake Bay Public Access Authority established in Chapter 66.1 of Title 15.2. The Department shall develop a fee schedule for such license. The provisions of this section shall be in addition and supplemental to the provisions of this article.
