(a) On or before January 2 of each year, the trustee shall prepare and submit to the Governor and the Legislature a report describing its progress in achieving the objectives of this division, including the status of property acquisitions and an accounting of the moneys in the fund.

(b) The report to the Legislature required pursuant to this section shall be prepared in compliance with § 9795 of the Government Code.
