(a) All meetings of the commission shall be conducted in the manner prescribed by the Ralph M. Brown Act (Chapter 9 (commencing with Section 54950), Part 1, Division 2, Title 5 of the Government Code).

(b) All meetings of the citizens’ advisory committee and technical advisory committee shall be held pursuant to § 54952.3 of the Government Code, and no other provision of the Ralph M. Brown Act shall apply to meetings of these committees.
