Money in the 1988 County Correctional Facility Capital Expenditure and Youth Facility Bond Fund created pursuant to § 4496.10 of the Penal Code shall, upon appropriation by the Legislature, be available, for allocation, upon the request of the Director of the Department of the Youth Authority and for the purposes specified in this chapter.
