- Contract: means all types of agreements, regardless of what they may be called, for the procurement or disposal of goods or services, or for construction. See Hawaii Revised Statutes 103D-104

If the administrator or procurement officer who has awarded a contract under § 103D-1002, finds that in the performance of that contract there has been a failure to comply with § 103D-1002, the contract shall be voidable and the findings shall be referred for debarment or suspension proceedings under § 103D-702.
