In addition to any other duties and powers as may be conferred upon the director by law, the director of labor and industrial relations shall:

(1) Supervise and direct the operations and functions of the department of labor and industrial relations;

  • Evidence: Information presented in testimony or in documents that is used to persuade the fact finder (judge or jury) to decide the case for one side or the other.
(2) Cause the enforcement of rules; and
(3) Propose rules or changes in rules, as the director deems advisable for the protection of life, health, and safety of employees, in every employment or place of employment; provided that rules pertaining to workers’ compensation cases arising under chapter 386 shall be adopted or amended as specified in § 386-72. The director may appoint committees composed of employers, employees, and experts to suggest rules or changes therein.

The director may make, amend, and repeal rules necessary for the internal administration of the department and for the proper conduct of hearings before the director or the director’s authorized agents under this section. The director shall not be bound by technical rules of evidence in the conduct of these hearings.
