Nothing in the provisions of this Part shall be construed to mean that the operator of a watercraft competing in a race or regatta or trials therefor, which is duly authorized by an appropriate governmental unit, shall not attempt to attain high speeds on an indicated racing course nor while so engaged shall such watercraft be required to comply with La. Rev. Stat. 34:851.16 and 34:851.24(B), (C), (D), (E), (G), (H), and (I).
