I. A certificate authorizing, in whole or in part, an operation for which application is made shall be issued to any qualified applicant.
II. Conditions for qualifications:
(a) The applicant must be fit, willing, and able to properly perform the proposed service;
(b) The applicant must agree to conform to the provisions of N.H. Rev. Stat. Chapter 376 and any rules adopted by the commissioner relative to RSA 376; and
(c) The proposed service must be required by the present or future public convenience.
II. Conditions for qualifications:

- certificate: means a certificate of public convenience and necessity issued under the provisions of this chapter to a common carrier of passengers by motor vehicle. See New Hampshire Revised Statutes 376:2
(a) The applicant must be fit, willing, and able to properly perform the proposed service;
(b) The applicant must agree to conform to the provisions of N.H. Rev. Stat. Chapter 376 and any rules adopted by the commissioner relative to RSA 376; and
(c) The proposed service must be required by the present or future public convenience.
