That the officers of any organization, association, party or group which shall fail to register under the provisions of this act N.M. Stat. Ann. § 12-4-1 to 12-4-3, or any person who shall knowingly fail to comply with the provisions of this act, shall be guilty of a felony and on conviction thereof shall be punished by a fine of not less than five hundred dollars ($500) nor more than five thousand dollars ($5,000), or by imprisonment for not less than three (3) years nor more than ten (10) years, or by both such fine and imprisonment.
