(1) The Oregon Department of Administrative Services shall issue a state juvenile corrections population forecast that includes, but is not limited to, close custody and community placement populations in the custody or control or under the supervision of the Oregon Youth Authority. The forecast shall also include an estimate of the demand for beds as defined by the Juvenile Corrections Population Forecast Advisory Committee established under ORS § 420.090. The estimate of the demand for beds shall be for the first day of each month for the 10 years following the date the forecast is issued.

(2) The forecast and estimate described in subsection (1) of this section shall be used by:

(a) The Oregon Youth Authority for the purpose of preparing budget requests;

(b) The Oregon Criminal Justice Commission in considering amendments to sentencing guidelines; and

(c) Any other state agency concerned with the effect of juvenile offender populations or policy developments on budgeting.

(3) The department shall issue a state juvenile corrections population forecast on April 15 and October 15 of each year. [2017 c.50 § 2]
