(a) The damages assessed shall be a lien upon tracts of land in the district of the owner or owners respectively affected by the improvement, against whom the damages are assessed, but this lien shall be inferior to the lien of the general assessment, which lien shall be enforced by a bill or petition in the county court of the county in which the land is situated.

  • Damages: Money paid by defendants to successful plaintiffs in civil cases to compensate the plaintiffs for their injuries.
  • Jurisdiction: (1) The legal authority of a court to hear and decide a case. Concurrent jurisdiction exists when two courts have simultaneous responsibility for the same case. (2) The geographic area over which the court has authority to decide cases.
  • Lien: A claim against real or personal property in satisfaction of a debt.
(b) Jurisdiction is conferred upon the county courts to enforce such liens.
