(a) The governing body of each municipality shall by ordinance prescribe rules as proper to enforce the collection of fines imposed by a municipal court.
(b) In addition to any other method of enforcement, the municipality may enforce the collection of fines by:
(1) execution against the property of the defendant; or
(2) confinement of the defendant.

  • Defendant: In a civil suit, the person complained against; in a criminal case, the person accused of the crime.
  • Property: means real and personal property. See Texas Government Code 311.005

(c) The governing body of a municipality may adopt rules concerning the practice and procedure in the municipal court that the governing body considers proper.
(d) After notice, the governing body of a municipality may by ordinance prescribe the collection of a fine not to exceed $25 for an offense under § 38.10(e), Penal Code, or § 543.009, Transportation Code. Money collected from the fine shall be paid into the municipal treasury for the use and benefit of the municipality.
(e) Costs may not be imposed or collected in criminal cases in municipal court by municipal ordinance.
