(a) The telecommunications carrier selected to provide the telecommunications relay access service under § 56.108 or the carrier selected to provide a special feature for the telecommunications relay access service under § 56.1085 shall be compensated at rates and on terms provided by the carrier’s contract with the commission.
(b) The compensation may include:
(1) a return on the investment required to provide the service; and
(2) compensation for unbillable or uncollectible calls placed through the service.
