Terms Used In 17 Guam Code Ann. § 15702

  • Contract: A legal written agreement that becomes binding when signed.
(a) No award shall be made under this Article unless the Board has made a written finding that the proposed candidate for fellowship has demonstrated financial need and is seeking training in an area where priority is given to fair representation of women and minorities.

(b) An applicant must be a bona fide resident of Guam for at least ten (10) years. The applicant must also have had domicile on Guam for a period of ten (10) years immediately prior to entering the program unless the applicant was a member of the United States Armed Services or was attending school elsewhere on a full-time basis during this period;

(c) An applicant must be a citizen of the United States or a permanent resident alien;

(d) An applicant must have a master’s degree in an appropriate field from an institution of higher education accredited in the United States;

(e) No person who holds a government employment contract for a non-academic position is eligible for the program established in this Article.
