The corporate authorities of any municipality may receive funds from the United States pursuant to the “Comprehensive Employment and Training Act of 1973”, Public Law 93-203, and may disburse such funds together with any other municipal funds for the purposes specified in that public law.
     The provisions of this Section are not a limitation on the powers of a home rule municipality.
