(a) The commission may provide for special open seasons during which the taking and possession of game animals and game birds are restricted to persons under 17 years old.
(b) The commission may provide for special means and methods for the taking and possession of aquatic animal life by persons under 17 years old.

(c) A special open season provided for by the commission under Subsection (a) may be combined with a special open season provided for by the commission under § 61.059.
