The authority may exercise the powers given to:
(1) the governing body of a “unit,” as defined by § 501.002(17), Local Government Code, and may issue district bonds for a purpose specified by Subtitle C1, Title 12, Local Government Code;
(2) an emergency services district under Chapter 775, Health and Safety Code; or
(3) a rural or urban transit district under Chapter 458, Transportation Code.
