The Katy Management District No. 1 is a special district created under § 59, Article XVI, Texas Constitution, as the Harris-Fort Bend Counties Municipal Utility District No. 4. The district is converted to a municipal management district known as the Katy Management District No. 1 under the same constitutional authority.
