Sec. 4. The terms of a federal permit issued under Subpart D of the Underground Injection Control Program (40 C.F.R. § 144.31 through 144.41) in effect January 1, 1988, bind the owner or operator and may be enforced as if issued by the department under:
(2) rules adopted under this article.
