(a) Members of the council shall be appointed for staggered terms of four years.(b)[Repealed, Sec. 27 ch 36 SLA 1993].(c) A vacancy occurring in the membership of the council shall be filled by appointment by the governor in the same manner as original appointments, and when a seat is vacated before expiration of a term, the vacancy shall be filled for the unexpired portion of the vacated term.
