In reviewing applications, the board shall consider all of the following factors:
(a) Needs of urban and rural areas.

- Board: means the California Library Construction and Renovation Board. See California Education Code 19952
(b) Projected population growth.
(c) Changing concepts of public library service.
(d) Distance of the proposed project from other existing and proposed facilities.
(e) Age and condition of the facility.
