  • Affordable rental housing: shall mean a rental housing development, as defined in subdivision (d) of §. See California Military and Veterans Code 987.003
  • City: includes city and county and "incorporated town" but does not include "unincorporated town" or "village. See California Public Utilities Code 19
  • Conference committee: A temporary, ad hoc panel composed of conferees from both chamber of a legislature which is formed for the purpose of reconciling differences in legislation that has passed both chambers. Conference committees are usually convened to resolve bicameral differences on major and controversial legislation.
  • County: includes city and county. See California Public Utilities Code 18
  • department: means the Department of Veterans Affairs. See California Military and Veterans Code 690
  • Dependent: A person dependent for support upon another.
  • Entitlement: A Federal program or provision of law that requires payments to any person or unit of government that meets the eligibility criteria established by law. Entitlements constitute a binding obligation on the part of the Federal Government, and eligible recipients have legal recourse if the obligation is not fulfilled. Social Security and veterans' compensation and pensions are examples of entitlement programs.
  • Foreclosure: A legal process in which property that is collateral or security for a loan may be sold to help repay the loan when the loan is in default. Source: OCC
  • Obligation: An order placed, contract awarded, service received, or similar transaction during a given period that will require payments during the same or a future period.
  • Qualified entity: means an entity that is responsible for making referrals of qualified tenants to qualified units. See California Military and Veterans Code 987.003
  • Qualified tenant: means an extremely low income veteran who is homeless. See California Military and Veterans Code 987.003
  • Qualified unit: means a supportive housing unit restricted to extremely low income veterans pursuant to this article. See California Military and Veterans Code 987.003
  • Quorum: The number of legislators that must be present to do business.
  • Secondary tenants: means a veteran who is homeless who has an income of up to 50 percent of the area median income and is receiving income as a result of service-connected disability benefits, or a veteran who is homeless and has an income of up to 60 percent of the area median income, but would otherwise have an income below 50 percent of area median income if not for their income as a result of service-connected disability. See California Military and Veterans Code 987.003
  • Veteran: means any person who served in the active military, naval, or air service of the United States, or as a member of the National Guard who was called to and released from active duty or active service, for a period of not less than 90 consecutive days or was discharged from the service due to a service-connected disability within that 90-day period. See California Military and Veterans Code 987.003
