(a) Notwithstanding § 65913.4 of the Government Code, a local jurisdiction may exercise full design review and conditional use permitting authority over any eligible TOD project that does not meet the conditions specified in subdivision (a) of Section 29010.7, except as provided in subdivision (c) of Section 29010.7.

(b) This section shall remain in effect only until January 1, 2029, and as of that date is repealed.
